lib/isl: The sources' hosting is down #34

The libisl package is failing because the package with sources is unavailable: http://isl.gforge.inria.fr/isl-0.21.tar.bz2.
In fact, this whole official isl hosting is down.

I'll skip the job building isl since we have that package on Anaconda already.
It won't be a real issue unless there are any problems with currently available packages or newer isl is needed.
Perhaps the official hosting will become available prior to that.

The official tarball server has been down for a few days. It might be a
temporary problem but let's simply skip its building to keep the CI
green. The very same libisl-0.21 package is built each time with the
only differences coming from dependencies and Conda changes.

Perhaps the official servers will go back online until a new build of
this package is needed.
