Make template for Guides that only have 1 way of doing things and need no project examples

We need a guide template for when you are making something that only has one way of doing it, and multiple examples from projects are not necessary so that we have a streamlined process for making the guide.

We need to go through what happened on the iPassword issue and define how future issues should be created hackforla/admin#6. for instance, the 1password guide turned into several guides. So probably an epic should be created and the workflows identified, then new issues get created for each guide.

If the topic is only going to require 1 guide, then there will be different instructions/template

2 templates
1 template will be for an epic (that is for outlining all the guides needed)
1 template will be for if only one guide is needed.

I worked on it this weekend. It should be done by next Monday 2021-10-18. However, it will not solve the issue of how to construct an issue that has only one way of doing it, it will just inform it.
