Inconsistent variables in the guide

Hello all,

trying to configure root and logs accounts with help of this guide.

I have created an S3 bucket for AWS Config in log account from the root account. Now found an inconsistent variables in the guide:

• The S3 bucket should be created with config_should_create_s3_bucket variable, although we specified that the S3 bucket name, which is already created with config_s3_bucket_name.
