Implement GovDAO based on the recent specifications: https://gist.github.com/jaekwon/918ad325c4c8f7fb5d6e022e33cb7eb3.

First, write the interfaces and structs, then review them before proceeding with the full implementation.

Assigning myself, as I plan to open an initial PR with interfaces and structs, and because I need to follow and review this topic.
