Make chapter-level sponsors more visible (design)

Description
Currently, chapter-level sponsor logos are displayed in greyscale at 35% opacity, returning to normal on hover. This is not very visible. You can see this in the RDU Chapter

Ask
Change the design to make the logos more visible. While the hover effect is neat, it leaves our sponsors almost invisible for most of the time. In addition, any effect that happens on :hover should happen on :focus as well.

To Do

• Remove CSS rules making logos faded and grey
• Add an alternate hover/focus effect if desired (Optional)
