toggle_visibility broken in ghostty@tip

toggle_visibility via a global key is working great in 1.1.0, but it's broken in ghostty@tip on macOS. It works to hide windows, but never brings them back to the front.

I can reproduce this on tip - I have a slightly stale build locally (cdd2099) that still works, so it's somewhere between those. I'll try and bisect it when I have more time.
