My guess is that ghostty +show-config loads the entire configuration then only shows configuration options which differ from their defaults; note that cursor-style = block is the default.

I'm 90% certain that your issue is the following, quoted in verbatim from the documentation for the aformentioned option:

Note that shell integration will automatically set the cursor to a bar at a prompt, regardless of this configuration. You can disable that behavior by specifying shell-integration-features = no-cursor or disabling shell integration entirely.
