Confusing to have a Label option in the Form Element for "Control" items

The Form Element edit page is Nice & simple, with just three items. However, the Label box is somewhat unintutitive. The instructions say "Label: If adding a Header or Group or Feature, set a text value.", but it is easy to not notice the instruction.

Since it can be filled in for individual elements, it seems like it will change the element label as well in the form.

Maybe it could be greyed out if "Control" is selected.
