Direct JSC debugging cannot be used in Mac simulator from 0.74.1

Description

When I updated react native to 0.74.1, I found safari devtools(direct JSC debugging) cannot inspect JSContext of the iphone simulator in my mac, which works right in 0.74.0.

I checked the change records and found this commit, it looks like JSC debugging has been banned in MacOS, but I really need it.

Steps to reproduce

1. Init react native project without framework(react native >= 0.74.1), like https://reactnative.dev/docs/getting-started-without-a-framework
2. disable hermes
3. npm run ios(with iPhone simulator)
4. open safari devtools, no JSContext avaliable in iPhone simulator
