How to move menubar inside the titlebar in Linux

Does Linux has native menubar? I want to move the menubar inside the titlebar in Linux, just like following image:

I think the only way is to do your own window decorations, like the example custom_window_frame. It works on Wayland, not sure about X11. Then there is the question of desktop environment. Linux isn't just one thing like Window and macOS, so it's harder to do this kind of thing.
