Error message if candidate profile is empty

If you create a candidate profile file with a properly formatted header, but no body, you end up with an election where you can see the list of candidates and vote for them, but get an error if you try to click through to a candidate profile.

Would be nice to replace that with a "no profile submitted" message. This one is, for obvious reasons, very low priority.
