The way it is now:

The [Eligible] badge appears both in the listing of elections, and in the single elections view. It has two values: [Eligible] for eligible voters, [Not Eligible] for the public.

Proposed change:

The badge should have three values:

  • Not Eligible: the public
  • Eligible: eligible voters who have NOT voted
  • Voted: eligible voters who have voted
