Fixes #123102

This PR:

  • updates the Stack Monitoring index templates and the related ILM policy version from 8 to 9.
  • takes care of removing the need to install an index template for Enterprise Search Monitoring since the product has been discontinued.
  • modifies the documentation (commit) on how to set up monitoring indices (related doc change issue: [REQUEST]: Fix Stack Monitoring documentation for 9 docs-content#554)

How to test this PR

  1. Create a new deployment in QA using the latest 9.0.0 snapshot including this PR
  2. Enable Logs and Metrics in the Cloud UI
  3. Go to Kibana > Stack Management > Index Management > Data streams, filter for .monitoring and you should see that all Stack Monitoring data streams are correctly labeled for version 9
  4. Go to Kibana > Stack Management > Index Management > Index Templates, filter for .monitoring and you should see that all Stack Monitoring index templates correctly match the data streams from point 3
  5. Go to Kibana > Stack Management > Index Lifecycle Policies > and witness that the Stack Monitoring ILM policy is correctly named for version 9
  6. Go to the documentation on how to set up Stack Monitoring indices and witness that witness that version 8 has been replaced by version 9
