Running on Ubuntu Core 22 on RPi2,
error after snap upgraded to 2.0.21:
/snap/mosquitto/943/usr/sbin/mosquitto: error while loading shared libraries: libwebsockets.so.19: cannot open shared object file: No such file or directory

Can you please confirm that you're running this with snap start mosquitto or similar, rather than running it directly? Could you also paste the output of find /snap/mosquitto/current/usr/lib here?
I have used snap start and systemctl and restarted apliance.
At the moment the apliance is out of reach, so unfortunately I can't check /snap/mosquitto/current/usr/lib.
I think the problem is ARM related, because install on replacement x86 hardware did not have this problem.
