Update SDK Containerization base image telemetry to account for Azure Functions base image usage

As part of the existing telemetry for the containerization tools, we track the rates of usage of Microsoft-provided base images. However, this knowledge is baked into just the images produced by the dotnet-docker team. We need to generalize this so that we can track usage of any image from mcr.microsoft.com, including that of Azure Functions.
