INSTALL STEPS

Clean machine: Win11 x64 23h2 CHS
Install Dev17.14 Preview 3
Install Aspire 9.2.0-preview.1.25163.6
- Apply dotnet9 feed

REPRO STEPS

Open VS > New Project > Aspire Starter Application > next > next

ACTUAL
The "Create a test project" are not localized

EXPECTED
The "Create a test project" should be localized
