From the CLI we should be able to get a list of publishers that are registered in the app model. This implies that we spin up the apphost in some way that is neither Run or Publish in order to be able to interrogate it.

Perhaps we need a third mode which is - "inspect mode" which doesn't spin up DCP or a specific publisher.
