(adapted from #849 which was about the Django project tracker, following https://code.djangoproject.com/ticket/30780#comment:1)

The UX for the website new issue page is missing an opportunity to provide important information.

I suggest we add here an issue template with something like the "Please read this first" list currently in https://code.djangoproject.com/newticket, adapted for the website repository.

Plenty of issues are opened on this repository by people mistaking this
for the main Django issue tracker. Maybe some default text in the issue
template, complete with documentation links, can help some of them.
