Generalize into reusable platform

Not unlike con/tinuous but I guess more like https://github.com/upptime/upptime I would like to have this effort generalized so it could be used by others. We should allow for different

• portals: github, OSF, ...
• what aspects to search for (e.g. those RUN records in commits, or presence of .datalad/config) for datalad datasets

Other use cases which coming up

• discovery of datasets with nidm.zip file, insofar just 1 ( :-( ) : https://github.com/search?q=path%3Anidm.zip&type=code (attn @jbpoline)

@jwodder -- do you see/can propose how to generalize it or should we collect more use cases etc first?

ok, I will try to formulate a few more later - but it is not the first time the idea has come up.
Overall it would boil down to do discovery of "outputs from our tools" or "repositories with content of interest for our tools". This repo looks for datalad datasets, but there could be non-datalad datasets git repos which would have content of interest.
