[feature] Change the code review note line index, if a line is added or deleted before it

If a new line is added, or if a line is deleted, amon the lines before a code review note, change the code review note line index.

Description

In case of code modification (ex : add a new line, delete a line), the Code Review notes currently do not follow the code, but remain at the same line. The goal of the feature is to keep the code review note at the same line as the code considered by the note.

Any update on this issue, when this fix will be coming. Without this it seems difficult to communicate back and forth (comment/re-comment etc.) between dev and reviewer.
