For the team plan v2, we need these permissions at the minimum:
project_coverage, component, flag

And we will need these in the tier table:
pro, team, free

And insert to OwnerTierPermission accordingly (for example, (pro, project_coverage))

And insert to OwnerTierPlan accordingly (for example, (users-teamy, team))
