Upload fails on a macos-14 runner

I have the same issue as #1425 . With 4.4.1, uploads from macos-14 runners always fail, ubuntu-latest and windows-latest succeed:

• macos-14
• ubuntu-latest
• windows-latest

There is a CODECOV_TOKEN set on the repo.

Ok, I don't think this is a problem with the macos-14 runner. I think we hit a GitHub rate limit when querying whether the PR was from a fork. Let me see what we can do about this.
