Make Add organizations functionality available to be linked

Overview

We need the Add Organization to the Civic Tech Index popup to have its own URL so that we can link to it from the How do I add my organization to Civic Tech Index? FAQ

Details

The popup currently does not seem available from anyplace else than the Tag Generator Wizard here link.

Action Items

• Understand how the pop-up is created and what would be necessary to make the pop-up information stored in the URL to be easily hyperlinked (e.g. the current popup could stay as it, but the content moved to a component so that it can be called from the popup and an independent page on the site, or some other method)
• Provide Hyperlink in a comment on this issue and release the dependency on this issue Update FAQ: How do I add my organization to Civic Tech Index? #1258
