[Feature] Be able to run Changesets release action workflow on any CI environment provider

Description

First of all, thanks for providing such tool to set up with ease the Changesets workflow on GitHub Actions environments 🚀 .

I wonder if there's such an alternative for other CI environments or, at least, a standalone solution on top of Changesets CLI that adds the pull request/GitHub release management workflow that could be run on any CI environment with some GITHUB_TOKEN setup.
More specifically, for popular CI environments such as CircleCI (still widely used with public GitHub repos and by several companies with private repos), it would benefit to have an official CircleCI orb maintained by Changesets team.
