Initial account creation / offline support

I did some work earlier when offline for a while, to add some logic to see that user (device/browser) is currently offline.

There are multiple scenarios where it will be important to handle these cases, especially on account signup. We also should have support for offline, allowing users to actually create and store data that will later be published to their DWN when back online.
