Summary

Add default configuration for Codespaces.
This allows potential contributors to start coding/testing right away without the need to Install the required tools.

Test Plan

After starting a Codespace with the provided configuration, it was possible to successfully run cargo build --bin biome and cargo test without the need to install anything.

Note

The Codespace requires at least 64gb of storage.
It would run out of disk space with the smaller 32gb version when executing tests

Thank you @Th3S4mur41 for the PR. Would you consider updating the contribution guide, to let users know about the new possibility and also make them aware of the disk restriction you just pointed out?

@ematipico I've added some explanation as well as a link to create the codespace directly from contribution guide. Let me know if you'd like more changes 😉
