Figure out why John Hopkins does not have Nigeria and South Africa data #78

If JH does have the data, we should figure out why they are not releasing it.

There may be a good reason for not posting it/ maybe there are issues we should be aware of with the data since we are already collecting it and may put it out ourselves.

I tweeted the The Center for Systems Science in Engineering account a question about why they don't have regional data on South Africa. Maybe they'll respond there.

The hope is that they'll respond to the initial round of emails and I can then follow up with the question about this data.

Cheryl suggested I take a look to see if the NYTimes covid19 map was displaying regional-level data for Countries in Africa. The NYTimes doesn't have regional data for any African countries either. @cephillips
