Research platforms used by all counties

Let's research and compile a definitive list of the software platforms used by superior court systems across the country, building on a copy of the sites_meta.csv from court-scraper.

Some tasks to help triage this work:

• Identify all states with a statewide court system (e.g. Iowa and Wisconsin)
• Compile a full list of counties using Census or other trustworthy source, and add those to the Sites Meta CSV on GDrive.
• For non-statewide places, research the county-level software:
