TableCreatorCallback not invoked for CoordinatorState or WorkerMetricStats tables

The tables added in KCL 3.x do not invoke the TableCreatorCallback

The hook gets called by performPostTableCreationAction in DynamoDBLeaseRefresher for the main lease table, but there are no calls to the hook in WorkerMetricStatsDAO or CoordinatorStateDAO.

If someone is using the callback for the lease table, it seems likely that they would want similar control over the other tables as well, for example if they want to set a consistent table encryption policy.
