How to get video data from signaling channel

I'm trying to get the videos stream from a Signaling channel (WebRTC) like the Media playback viewer with python code.
My goal is to use the acquired video data for image processing.

Would you recommend some sample code or tips?

I am looking to do the other way around, send mkv videos to kinesis signaling channel, so I can check it in web media player.
