Is your feature request related to a problem? Please describe.
The ParallelCluster database stack currently uses static nodes instead of RDS serverless.
Unclear if this will scale with cluster usage without over-provisioning the capacity of the database.

Describe the solution you'd like
Use RDS serverless with autoscaling .
