Add configurable webhook address

This is a feature request.
In many cases, jenkins runs inside a closed network (and have internal URL) in order for webhooks to work, usually jenkins is mapped through some public facing LB with public resolvable IP/URL.

I would suggest to add optional webhook address/url to use with auto-registration (in Jenkins configuration page)
