Strings related to Review feature are not displayed when browser locale in not ENU, localization is missing

Steps to reproduce:

Install extension
Go to project folder
Select document > Preview > Preview > Open URL
In address bar replace 'hlx.page' with 'aem.reviews' and press Enter
Go to https://default--main--aem-boilerplate--adobe.aem.reviews/
Open Environments dropdown on action bar

Observed result:
Strings are missing or unlocalized on action bar, dropdown and view:

String	In GLaaS?
Review	not found
Last updated $1	not found
Review not found	not found

Expected result:
Strings are localized and displayed in Review
