Add new rule for EUPL License, add this into new rule

  1. eupl-1.0
European Union Public Licence V.1.0
  1. eupl-1.1
European Union Public Licence V. 1.1
  1. eupl-1.2
EUROPEAN UNION PUBLIC LICENCE v. 1.2

Why we adding this rules because we have many file have this license text when we scan this file we got empty in license detection.
