Make all cards clickable links

@Yash-RajSingh basically on the main page at https://us-rse.org/ we have cards -

Right now you have to click "Learn more" to follow the link, and we'd like it possible to just be able to click the card. In past times working on this I had trouble doing this without making the cards look strange. If I remember correctly the cards are a callout, so this page https://github.com/USRSE/usrse.github.io/blob/main/_includes/callouts.html but let me know if that isn't the case.
