Do the NASA policies apply to the GHG Center website? 🤔

For what it's worth, we don't get a ton of traffic from Europe. The vast majority is from the United States. But we do get some, and we are technically not compliant with GDPR without a cookie banner.

Here are the number of known visitors from different countries since launch.

Thanks for clarifying that, @aboydnw.

We should move forward with this then. Perhaps by looking for references:

1. Do other NASA / .gov websites have cookie banners and what do they look like?
2. Does the US Web Design System or Chakra UI have these as components, either of which we will likely adopt soon?
