This is a Google Chrome Plugin to retrieve a players stash and equipment data from Path of Exile. It was written to allow third-party tools to interact with the game in an easier manner. For a player to utilise this, all they have to do is be logged into the Path of Exile Website.
If you want to use this for your own purposes, you'll have to edit the manifest.json file and add an entry to "externally_connectable" that matches your given website url.
