Requirements for Prototypes

Prototypes have certain requirements, that have to be met. We need a class Requirements to give the relationship meaning (like: you need at least 4 in this value). Opposed to Rule, Race... Requirement should not be part of the STI-Table, because that doesn't fit.
In addition, we have requirements that don't connect a Race with a Ability, but with a Mod.
