If a fitting preset doesn't exist already, users should be able to create it directly on the website. Duplicates should be avoided of course. To avoid too many presets cluttering things up it could be a seperate dropdown or maybe sorted by amount of (recent?) uses.

Nice idea! We could also encode the preset in a url (like example.org/preset/Event%20Title|1g2g2p1p1p2p2p1p1p2p2b1b1b2b) so it could be created and shared for a tournament independent of an admin adding it to the site
yes, listing common presets seems good, possibly with a search box for uncommon ones—i think we can let users add presets regardless of whether they're an admin, there is not much potential for abuse
