LayoutList style scrollbar

Background

The list of layouts in the My Layouts tab of the navbar has a scrollbar. The scrollbar is currently using default browser styling. This is inconsistent with the Figma design.

Work Required

• Apply scrollbar styling for the My Layouts component according to the Figma

Notes

• Prioritise a simple styling fix for the My Layouts component; utility classes to apply global scrollbar styling can be considered at a later stage
• scrollbar used in TableNext.tsx seems to have a similar styling to the one we want for this component (className="vuuTableNext-scrollbarContainer")
• check styling is effective across browsers: (firefox, edge and chrome)
