Filter problems by 'Departmento'

When you filter for example 'Santander' by the field 'Departamento' the Explorer returns all records that contain that word even 'Norte de Santander' for example . As a user I don't expect this, I will expect exact results on that field! This happen although you selected all formats for Santander on the filter (e.g SANTANDER, santander, Santander, etc.)
