Making RAT citable....

Can we make a DOI for the Repo so that's it's easily citable please?
I found this which might be a way to do it (although someone might know something better......)

discussed in meeting: this is easy enough to do with Zenodo but Zenodo can only create DOIs for specific releases of a package, which means we can only do this once v1.0 has actually been released
