Hi. Thanks for collecting all this data, sincerely appreciated. I've noticed that New York state is coded as work from home == 3 starting on October 8th 2020 (and for quite a long time thereafter), with no flag for this being a target policy (the 'C_2' flag indeed goes from 1 the day before to 0 on this date). However, as far as I can tell, this was indeed a geographically targeted policy, see e.g.: https://www.nytimes.com/2020/10/08/nyregion/nyc-coronavirus-shutdown-cuomo.html
Perhaps shifting the flag on C_2 from 0 to 1 for dates after October 8th 2020 for New York would be a good adjustment?
