OnSendAddin Does not trigger on Classic Windows Outlook

Sideloading OnSend addin no longer appears on Classic Outlook. The addin appears on OWA and New Outlook for Windows. We have tired on multiple machines (4 machines). Its been 72 hrs from the time we have sideloaded. Cleared Classic Outlook Addins Cache and still does not appear

Your Environment

• Platform [PC desktop, Mac, iOS, Office on the web]: Classic Outlook
• Host [Excel, Word, PowerPoint, etc.]: Outlook
• Office version number: 2503 (Build 18613.20000)
• Operating System: Win 11

Expected behavior

Sideloading of OnSend Addin should appear on Classic Win Outlook. We have tired this before ( 1 week earlier) and it worked. However, something has break in Classic Win Outlook.

Steps to reproduce

1. Create a OnSend Addin
2. SideLoad the addin
3. try sending email from Classic Windows Outlook

Possible solution (Extracted from existing issue, might be incorrect; please verify carefully)

...and suddenly it works again as if nothing was ever wrong. This hall of M365irrors is the most depressing environment I have ever had to work in. Anyways, happy weekend I guess.
