On MacOS Ventura 13.6.9:

I take these steps:
Open Office Add-ins Development Kit
Choose View Samples
Choose "Excel Hello World Task Pane Add-in" and then "Create"
Choose "Preview your Office Add-in"
Excel launches, and then I get the error in the following screenshot

Can you try "Stop Previewing" and exit Excel application entirely and preview again?
