Loadout view shows wrong Toggle for newly added collection mods

Bug Report

Summary

If a collection is installed while the "All" loadout page is open, all the loadout items show up with the normal toggle rather than the "Readonly" lock toggle.

Closing and reopening the page replaces the toggles with the lock version:

Steps to reproduce

• Download collection
• Open "All" Loadout page in a new panel
• Install all required mods while the Loadout page is open
• See collection loadout items showing up with wrong toggle
• Wait until finished installing
• Close Loadout page
• Reopen page -> See lock version of toggle
