tree view: folding/collapsing makes tree_navigation_flag less useful

The tree_navigation_flag which changes between F4: Static/Dynamic browsing is useless after ticket #1517. In fact I think that it was a crude solution to provide a "collapsing" functionality.

Perhaps in the future we could remove tree_navigation_flag completely.

But for now, I think that instead of deleteing it fully, we can simply remove it from ButtonBar, and put there Lazy/Active toggle, which makes use of xtree_mode
