Add rename functionality to all Infra and Cloud providers

The rename operation has only been added to vmware, but there's no reason it couldn't be added to all providers with VMs.

Note that in ManageIQ/manageiq-ui-classic#7916 the rename functionality was removed from the multi-select list views, but it is still present on VM details page.
