User-global custom template file #6

Thank you for making this extension! It's near perfect for my needs. Currently the custom template file is only loaded from the workspace folder:
https://github.com/IronLu233/fileheader-pro/blob/main/src/FileheaderProviderLoader.ts#L33

In my case, I have a dozen+ repositories to work with, and so would like to define a custom template file globally for my user. What do you think?

A great suggestion. A config of plugin on VSCode preference can help you. I will add this new feature.
