[FEATURE] <to handle messaging multiple channels in a server>

Description

Problem:

• mods of Eddiehub have to request new joiners to stop sending the same message in multiple channels
• this has happened repeatedly and seems to waste the time and energy of mods

Probable Solution:

• Identify when the same message has been sent in more than 1 channel
• give a prompt to delete message or redirect to a single help channel
